Short version: Forks Shock. Move this bolt to the upper hole.

Although the bolt only moves 14 mm, the lever ratio is about 2.8 to 1, which equals the 1-1/2' lowering (40 mm). DON'T over tighten the bolt, the manual spec is wrong; WoodRat's copy of the PDF has the correct torque. Flip the spring seat (shaded) by backing off the two jamb nuts on top of the spring so you can remove and flip the seat. Leave out the spring clip (red) which is covering the upper hole. When flipped, you'll be able to see the arrowed notch. All this does is move the bumper closer to the shock body, limiting travel. It also raises the shock spring about 14 mm higher on the shock body, so clean the threads thoroughly, they're aluminum and have been know to gall.

If you want a full 2' you can slip your forks up in the triples up to 5/8' This photo shows why 5/8' is the recommended max, any more and the fork boot will be impacting the dust seal and oil seal at the top of the lower fork tube. (the spring is out for the photo).
